HOME IMPROVEMENT PROGRAM
Our Home Improvement Program (HIP) offers up to $30,000 to eligible homeowners for essential home repairs, including:
- Repairs that extend the home’s useful life.
- Corrections for structural defects.
- Addressing building system issues that may pose health or safety risks.
We strive to maximize your benefits by collaborating with local programs like PEACE’s Weatherization Program. If you’re eligible for additional grants, we’ll refer you to those agencies to expand the scope of your repairs.
Note: Assistance is determined on a case-by-case basis, considering repair needs, available funds, and other factors.

Eligibility Guidelines
Applicant Requirements:
- The property must be owned and occupied by the applicant/co-applicant for at least one year before applying.
- Combined assets (excluding the property) must not exceed $15,000.
- Household income must fall within the following limits:

Property Requirements:
- Must be located in one of the following towns: Fabius, LaFayette, Marcellus, Onondaga, Otisco, Pompey, Skaneateles, Spafford, or Tully.
- Must be a single-family home and the applicant’s primary residence.
- Mobile homes are not eligible.
- All property taxes must be current, and the property must be insured.
Funding Guidelines
- Assistance is provided as a forgivable loan (a soft second mortgage).
- The loan is forgiven over time, as long as you continue to own and live in the home.
- The loan’s “recapture period” ranges from 2 to 10 years, depending on the funding amount.
Note: Applicants with past-due or delinquent loans from Southern Hills Preservation Corporation must bring payments current to be eligible for this program.
